SergeyMenshykh b7553d9e32 Python: Temporarily disable Bedrock integration tests (#14363 )

## Summary

- skip AWS credential setup while the integration credentials are
invalid
- exclude Bedrock cases from pre-merge and scheduled Python integration
test runs
- keep all non-Bedrock integration coverage active

## Context

The affected jobs fail during AWS credential validation before pytest
starts:
