Zhen Ye 5f5d656062 fix: wait for component registration before reporting healthz readiness (#53734) 
issue: #53731

- health checks: require complete component registration before
reporting readiness, synchronize registration state, and preserve
Healthy, StandBy, and explicit unregistration behavior.
- role startup: count actual components, treating legacy coordinator
flags as a single MixCoord.
