jiaqizho cab9d65256 enhance: configure Talon read routing for remote filesystems (#53817) ...

issue: #53875
Add common.storage.talon settings and propagate them through the
existing StorageConfig and filesystem properties pipeline.

Support routing all reads or only small reads through Talon, with a
default small-read threshold of 512 KiB. Talon remains disabled by
default; External Tables require enableForExternalTable to opt in.

Also bump storage to e5ac4d8.
