docs(readme): point agents working on OpenRig to the developing-openrig skill (#1370)

An agent working in a plain clone of OpenRig now finds its starting map from the README.

- One line in the Community list: the `developing-openrig` skill in `.agents/skills/` (Claude Code: `.claude/skills/`) and CONTRIBUTING.md. Both paths exist.
- A README line rather than a tracked root `AGENTS.md`: Codex and Pi seats write OpenRig's managed block into the working directory's `AGENTS.md`, so a tracked one would leave every contributor clone that runs one of those seats with a modified file.
