dev60-review 6cd6a9971d feat(plugins): an Agent Plugins 1.0 root manifest for the openrig plugin ...

VS Code, Copilot CLI and Cursor read a root plugin.json and mcp.json. The
plugin now ships both, seatless, beside the Claude and Codex manifests;
Claude Code ignores them. The packaged-version check covers the root
manifest too, and the README says what a seatless install can do.
