Mike Schwarz bf35051537 fix(docs): the conformance check reads an early launch record against the agent's log, and a turn's Stop in either order with its withdraw (#2368)
The runner conformance check (`docs/reference/runner-conformance/check-runner.mjs`), which runner authors run on their own machines, could fail a correct runner when the machine was busy. Case 1 waited 800 ms after seeing `session/new` and took one sample, so if the check's own timers ran late it called a correctly written launch record early; it now samples the record against the agent's log for the whole unanswered window, which is at least as strict. Case 4b required the cancelled or ended turn's `Stop` to arrive after the withdraw, an order section 7 doesn't promise; the turn-end checks now count only the `Stop` that follows the agent's own `session/prompt` reply with its stop reason, on either side of the withdraw, so an early idle `Stop` can't stand in for a missing end. Check names, the contract text and the kit's README are unchanged.

Check +28/-6, tests and fixtures +46/-4.
