Wu Shuwen ac3406ea76 Preserve member startup declarations in rig exports (#2190) ...

rig export now preserves member-level startup declarations: startup files and actions come from the seat's retained launch recipe, or from a unique pre-launch materialization, and a new rig whose startup files are member-only keeps its source root. When the original source is unavailable, or its files can't be represented under the export's single root, the export names what it omitted, and the CLI checks required member files beside its output. The rig spec reference documents the provenance, missing-file and legacy limits. Pod startup actions are outside this change. Source +55/-6, docs +4/-3, tests +209.
