Mike Schwarz ace30cfb20 fix(hooks): run child commands without Node on PATH (#1728)
#1727 let the openrig-core plugin's Claude hooks start without Node on the PATH, but two of the commands they start still ran `node` or `rig` from the PATH: the pre-compaction hook's restore-packet step and refocus's `rig` lookups. On a seat whose PATH has no Node, compaction left only manual-recovery text instead of a restore packet, and refocus fell back without its content, work and configuration lookups.

Now the pre-compaction hook runs its restore-packet generator with the hook's own Node (`process.execPath`) and the same arguments, so the packet and its pending marker are written. Refocus gives its four `rig` calls and its Python trace a PATH with the running Node's directory appended after the seat's own, so a `rig` that starts through `#!/usr/bin/env node` works, and any `rig`, Python or Node the seat's PATH already finds still wins.

Limits: `rig` and Python must still be installed. Refocus's report of repeated failures (`refocus-health.cjs`), and the refocusing and operating-model skill scripts when run directly from a minimal shell, still need Node on the PATH; that's a follow-up. Nothing is refused, and there's no new setting or step. Native Claude hook loading wasn't run.
