Mike Schwarz 34c931b325 test: keep Windows user homes inside the fixture (#1712) ...

On Windows, Node's `os.homedir()` follows `USERPROFILE`, not `HOME`, so the hermetic test setup's check that provider homes stay inside the fixture failed before any test ran, for anyone running the focused tests there.

The setup now sets `USERPROFILE` to the fixture user home on Windows, beside `HOME`, through a small function in the same file. The containment check is unchanged, and macOS and Linux get exactly the assignments they did before. Three cases check the environment the setup selects for each platform.

Test infrastructure only, +13/-1 in 2 files. Not run on real Windows: required CI runs on macOS and Linux.
