Mike Schwarz 840aeaa687 ci: give the package test jobs 60 minutes instead of 45 (#2526) ...

The package-tests matrix's job limit in .github/workflows/tests.yml goes from 45 to 60 minutes, for all four package legs. On 2026-11-05 a daemon package job was cancelled at 45.5 minutes on a busy runner, while others ran 33 to 35 minutes, and each such cancellation costs a full rerun. Nothing else in the workflow changes.
