Added missing env vars for v0.3.20.

Added a banner with the last updated version - we don't version the docs, so we expect users to be on latest.

Removed the LiteLLM section entirely to avoid confusion.

Removed RAG_WEB_SEARCH_DOMAIN_FILTER_LIST because it was never configured with an environment variable.

(large chunks of this change was LLM-generated, I have attempted to verify any obvious mistakes)
