zhubingwei fab1ec1134 修改权限校验相关问题以及第三方应用可以调用UIServiceExtensionAbility. 
UIServiceExtensionContext中添加ConnectServiceExtensionAbility 和 DisConnectServiceExtensionAbility
接口。
