denganliang 382f8fe2e7 feat: support languageEnv for jsheap snapshot dump with UT coverage ...

Add languageEnv parameter (dynamic/static/hybrid) for JsHeap snapshot dump,
enabling ETS runtime to also dump heap snapshots. Remove JS-only restriction
on snapshot dump path. Add UT coverage for all branches.
