RuiChen_01 f927d64020 refactor: extract skill dispatch logic from ExecTool into TryDispatchSkillSession ...

Extract the skill branch判断 (IsSkillTool check, skillType validation,
routing decision) from ExecTool into a standalone TryDispatchSkillSession
function with a bool &dispatched output parameter for testability.
