wengchangcheng fbf3c4a035 share constpool, and modify some code refactor 
1. cache constpool in ecma vm
2. use JSPandaFile instead of panda_file::File
3. make GenerateProgram as a static function
4. add a singleton of JSPandaFileManager::GetInstance()
