feat: samgr_lite适配轻量系统rpc
1. 保持对外使用接口不变
2. 采用宏开关进行特性控制
2.1 enable_ohos_distributedschedule_samgr_lite_rpc_mini 进行编译控制
默认为false，可以在vendor目录下的config.json中配置打开
2.2 MINI_SAMGR_LITE_RPC 进行代码编译隔离。
3. 在samgr init的时候，初始化全局的said和saname的映射关系
4. 本端将said传给远端
