daiyunlong e93f73220b feat: add OH_DeviceManager_GetLocalDeviceNameC to ndk.json 
Add the new C ABI function OH_DeviceManager_GetLocalDeviceNameC to libdevicemanager.ndk.json with first_introduced version 26.0.0. This was missing from the OpenHarmony-7.0-Release branch.
