e2fsprogs: fix Free Software Foundation address
This is mostly automatic replace of Free Software Foundation address in
all our files with the correct address that can be found at

Rename COPYING to NOTICE and add MODULE_LICENSE_GPL file
The NOTICE and MODULE_LICENSE_GPL files is the convention used by
Android's Open Source Project.
