9f41ed5a7e Fix texi2pod.pl rendering of the Tips section by putting each @item 
command on its own line, and create a corresponding "TIPS" man page
section.

Note that such section is not displayed, as currently only sections
with pre-defined names are rendered.

acbdbf815a Make texi2pod.pl accept @itemize commands with no following character 
or texinfo command for specifying how to generate @item marks, and
make it use by default the mark symbol "*".

This is consistent with texinfo docs:
"If you don't specify a mark command, the default is `@bullet'."

12f8341ae8 Merge @chapter Introduction and @chapter Description into a single 
section, and make the whole rendered in the man output.

Simplify layout, and make it more consistent with that of the other
man pages. Also I cannot see a good reason for keeping split the two
sections.

b0f36ee1cd Revert commits 21227, 21441, and 21442. None of this is necessary now that we

1a04d4c722 mingw32: The flag to work around bug 37216 in gcc is automatically passed to
