d09c35677d libavcodec/jpeg2000_parser: Add jpeg2000 parser
I have attempted to write a JPEG2000 Parser. Have tested
by generating a file containing 14 frames, as mentioned
by Micheal. Have also tried testing with various packet
sizes by setting -frame_size option. Additionally,
fixed a few formatting issues as pointed out by Micheal.

ebc3d04b8d avcodec: add an AV1 parser
Simple parser to set keyframes, frame type, structure, width, height, and pixel
format, plus stream profile and level.

3735d55af3 avcodec/parser: move parsers list and related API to its own file
And add it to the CONFIGURABLE_COMPONENTS list in Makefile. This way, changes
to the new file will be tracked and the usual warning to suggest re-running
configure will be shown.
