Thomas Haller 8d04ebf554 lib/route: preserve old ABI for rtnl_link_get_pmtudisc() 
Yes, rtnl_link_get_pmtudisc() was not in a public header.
But dropping it from ABI results in warnings of ABI checkers.

Just avoid that.
