This PR extends the RandomGenerator interface and fixes the PseudoRandomGenerator class. It: - Fixes a problem that made the RandomUint32 of PseudoRandomGenerator segfault. - Adds the RandomUint64 function to RandomGenerator and PseudoRandomGenerator. Fixes #3805.
