Remove use of deprecated googletest macro (#2286)
* Remove use of deprecated googletest macro

INSTANTIATE_TEST_CASE_P has been deprecated.  We need to use
INSTANTIATE_TEST_SUITE_P instead.

* Remove extra commas from test suites.
