Tianshi Liu bbb49961ac feat: support conditional UserIAM init based on companion device auth ext 
Add conditional initialization logic for UserIAM service that checks for
companion device auth extension availability. The system now dynamically
starts companion device SA only when the active user has companion device
credentials, optimizing resource usage.
