liuanguang b92539886a feat(wms-layout): add display isolation policy for window movement
Add an XML-configurable display isolation policy with independent move
and drag isolation sets.

Reject explicit move requests between isolated displays, exclude
isolated displays from drag target caches, and filter target-screen
inference for global-coordinate moves.

Rename SessionCoordinateHelper to WindowCoordinateHelper and refactor
global and screen-relative coordinate conversion with candidate-screen
filtering.

Persist isolation sets through system parameters and maintain a lazy
in-process cache that is synchronized on save.

Extend value-set serialization utilities and add unit tests for policy
rules, XML parsing, coordinate conversion, cache updates, and move and
drag integration.
