Author parent commit 50ae8fc6 (#8597): the New Issue dialog's reuse-existing
workspace mode now uses a searchable selector that ranks visible workspace-name
matches ahead of hidden path text. Add a "Choose where the work runs" step to the
Creating a New Issue flow covering the workspace mode picker and the searchable
reuse dropdown (search by name, branch, or folder), with a cross-link to the
Execution workspaces guide. Mark the item authored in PENDING.md.
