* fix(core): avoid nested workflow deadlock at template concurrency limit

Release a workflow step's AdaptiveWaitGroup slot before acquiring slots
for its children. Matching nested parents previously held a slot while
blocked on AddWithContext, so when their count reached TemplateThreads
the workflow hung forever.

Fixes #8074
