The runner image lists its sources as `mirror+file:/etc/apt/apt-mirrors.txt`, which the rotation's
pattern did not match, so all six tries asked azure.archive.ubuntu.com and the same first package
stalled each time (stack-tip run 39929172450). The pattern now rewrites that entry too. Checked in a
clean ubuntu:24.04 container with the runner's source layout: each try fetches its index from the
host it names.
