- scripts/hooks/pre-commit: runs fmt --check and clippy on staged .rs files
- scripts/install-hooks.sh: copies hooks into .git/hooks/
- CI: add system deps install step in preflight job
- CI: grant gh-runner sudo for apt-get via setup script
