cmStringAlgorithms: Add cmIsInternallyOn, cmIsNOTFOUND, cmIsOn, cmIsOff

This adds the following functions to cmStringAlgorithms:

- `cmIsInternallyOn`
- `cmIsNOTFOUND`
- `cmIsOn`
- `cmIsOff`

The implementations were copied from the equivalent functions in cmSystemTools.
