f72ba42b7c try_compile: Add policy CMP0067 to honor language standards
Projects use `try_compile` to check if they will be able to compile some
particular source code. When a language standard variable like
`CMAKE_CXX_STANDARD` is set, then the project intends to compile source
code using a compiler mode for that standard. Therefore it makes sense
for `try_compile` to use that standard in the test project too.

Unfortunately this was not done when support for the
`CMAKE_CXX_STANDARD` variable was first implemented. Add a policy to
introduce the improved behavior in a compatible way.

d079e71c29 VS: Provide an option to use x64 host tools
Visual Studio provides toolchains that are themselves built for 32-bit
or 64-bit host architectures. By default it uses the 32-bit tools, but
it can be told to prefer the 64-bit tools on 64-bit hosts. Extend the
`CMAKE_GENERATOR_TOOLSET` specification to provide a way to request
use of the 64-bit host tools.

31be918b0b find_package: Optionally sort globbed directories in a meaningful order
Add `CMAKE_FIND_PACKAGE_SORT_{ORDER,DIRECTION}` variables to specify

When multiple package with the same name have been found in the same

Natural ordering makes use of the `strverscmp(3)` ordering.

bdc679a8ae VS15: Add Visual Studio 15 generator
Call the generator "Visual Studio 15" without any year because the
preview version of VS 15 does not provide a year in the product name.

Copy cmGlobalVisualStudio14Generator to cmGlobalVisualStudio15Generator
and update version numbers accordingly. Add the VS15 enumeration value.
Note that we do not need to add a MSVC15 variable or v150 toolset
because Visual Studio 15 comes with an updated version of the v140
toolset and remains ABI-compatible.

Teach tests VSExternalInclude, RunCMake.GeneratorPlatform, and
RunCMake.GeneratorToolset to treat VS 15 as they do VS 10-14.

a66004bee0 Honor CMAKE_<LANG>_FLAGS[_<CONFIG>]_INIT set in toolchain files
Document these variables.

Change our convention for setting these variables from:

    set(CMAKE_C_FLAGS_INIT "...")

to

    string(APPEND CMAKE_C_FLAGS_INIT " ...")

so that any value previously set by a toolchain file will be used.

Automate the conversion with:

    sed -i 's/set *(\(CMAKE_\(C\|CXX\|Fortran\|RC\|ASM\|${[^}]\+}\)_FLAGS\(_[^_]\+\)\?_INIT \+"\)/string(APPEND \1 /' \
      Modules/Compiler/*.cmake Modules/Platform/*.cmake

and follow up with some manual fixes (e.g. to cases that already
meant to append). Also revert the automated changes to contexts
that are not protected from running multiple times.

d582c23a47 try_compile: Add policy CMP0066 to honor CMAKE_<LANG>_FLAGS_<CONFIG>
In the `try_compile` source file signature we propagate the caller's
value of `CMAKE_<LANG>_FLAGS` into the test project. Extend this to
propagate `CMAKE_<LANG>_FLAGS_<CONFIG>` too instead of always using the
default value in the test project. This will be useful, for example, to
allow the MSVC runtime library to be changed (e.g. `-MDd` => `-MTd`).
However, some projects may currently depend on this not being done,
so we need to activate the behavior using a policy.

This change was originally made by commit v3.6.0-rc1~160^2 (try_compile:
Honor CMAKE_<LANG>_FLAGS_<CONFIG> changes, 2016-04-11) but without the
policy and so had to be reverted during the 3.6 release candidate cycle.

Fixes #16174.

d7e863c1c1 VS: Do not fail on Windows 10 with VS 2015 if no SDK is available (#15929)
Since commit v3.4.0-rc1~5^2~1 (VS: Add support for selecting the Windows
10 SDK, 2015-09-30) the VS 2015 generator requires a Windows 10 SDK to
be available when CMAKE_SYSTEM_VERSION specifies Windows 10 (e.g. when
building on a Windows 10 host). Howewver, it is possible to install VS
2015 without any Windows 10 SDK. Instead of failing with an error
message about the lack of a Windows 10 SDK, simply tolerate this case
and use the default Windows 8.1 SDK. Since building for Windows Store
still requires the SDK, retain the diagnostic in that case.
