Sebastian Holtermann f71f7ce3f0 cmStringAlgorithms: Move string functions to the new cmStringAlgorithms.h
This adds the `cmStringAlgorithms.h` header and moves all string functions
from `cmAlgorithms.h` to `cmStringAlgorithms.h`.
