Kitware Robot f051814ed0 Convert builtin help to reStructuredText source files

Run the convert-help.bash script to convert documentation:

 ./convert-help.bash "/path/to/CMake-build/bin"

Then remove it.

 Deprecated. Use the file(MAKE_DIRECTORY ) command instead.

 Creates the specified directory.  Full paths should be given.  Any
 parent directories that do not exist will also be created.  Use with
