Kitware Robot f051814ed0 Convert builtin help to reStructuredText source files

Run the convert-help.bash script to convert documentation:

 ./convert-help.bash "/path/to/CMake-build/bin"

Then remove it.

 Set if shared libraries may be named like archives.
 On AIX shared libraries may be named "lib<name>.a".  This property is
 set to true on such platforms.
