Robert Maynard c5dd2ca538 DetermineCompiler: Relax _CMAKE_TOOLCHAIN_PREFIX detection
Now detect _CMAKE_TOOLCHAIN_PREFIX whenever a compilers
name matches the heuristics, instead of only doing it
when cross compiling
