Stephen Kelly 509c142a3f message: Add a DEPRECATION mode
By default, the message is not issued. If CMAKE_ERROR_DEPRECATED
is on, the message is fatal. If CMAKE_WARN_DEPRECATED is on, the
message is a warning.
