Regina Pfeifer 55671b41d2 clang-tidy: Use = default
Suppress some cases in `Source/cmGeneratorExpressionNode.cxx` and
`Source/cmUVHandlePtr.h` where a few older compilers require a
user-defined default constructor (with `{}`).
