Kitware Robot f051814ed0 Convert builtin help to reStructuredText source files

Run the convert-help.bash script to convert documentation:

 ./convert-help.bash "/path/to/CMake-build/bin"

Then remove it.

 This variable is used to initialize the RUNTIME_OUTPUT_DIRECTORY
 property on all the targets.  See that target property for additional
