[RAPPS-DB] Add Homemade downloader CORE-13069

for mfc42.dll, mfc42u.dll, msvbvm60.dll
This little script is a workaround actually.
Developed by me, Jedi-to-be and Doug Lyons.
Script is hosted on our server, when run
it downloads MSVS6 setup,
extracts (currently) 3 files from it
and registers them.

Needed, e.g. for setup of UltraVNC 1.2.1.7
