We already have built-in shell extension for zip extraction since 0.4.9.
Also there are some packages with this warning being added erroneously,
as they have no archive files, but actual installers instead.
Adds Estonian localization for programs (sorted alphabetically) A-J. This PR contains around 71 programs that now have Estonian descriptions and quite a few of those that have Estonian version for download.

++ Removed offbyone.txt. The Browser is no more.
