Dmitry Vyukov 08a0ef9cb0 Makefile: fix deps
syz-sysgen depends on prog which depends on pkg/ifuzz.
Currently we concurrently regenerate pkg/ifuzz and build
syz-sysgen, which can cause failures.
Make pkg/ifuzz dependent on syz-sysgen, so that it is
built before we regenerate ifuzz.
