Anton Lindqvist cc1e9bc12d sys/openbsd: neutralize yet another pf ioctl command
Disarms the latest reproducer[1] for the discovered "no output from test
machine" panic.

While here, tidy up and improve comments.

Documentation

Initially, syzkaller was developed with Linux kernel fuzzing in mind, but now it's being extended to support other OS kernels as well.
