dd0ea1cc29 urlmon/tests: Restructured IUriBuilder tests so they can accept IUriBuilders which don't have a base IUri. 
Turns out an IUriBuilder doesn't need a valid IUri set as its IUri
property for the CreateUri* functions to succeed.
