bd7ec9aca5 The last argument to MultiByteToWideChar is wide character count and 
not the buffer size in bytes. Fixed all places where it was wrong.

085f95ec3a Corrections to UrlIsW and UrlIsA. 
URL_IS_OPAQUE results depend only on the scheme, not on the URL.
URL_IS_FILEURL also only depends on the scheme ("file:").
