Fixes problems with Word 6 freezing when mouse hits nonclient area. * [windows/win.c] Allow top-level windows to be linked as HWND_TOP in CreateWindow(). * [windows/winpos.c] [windows/mdi.c] Attempt to fix control menu duplication.
