Subject: [PATCH] chore(renovate): hold typescript below 7

TypeScript 7's npm package exports no compiler API, so vue-tsc crashes
(ERR_PACKAGE_PATH_NOT_EXPORTED './lib/tsc') and typescript-eslint 8.71.0
caps its peer range at <6.1.0. Supersedes #4926.
