Claude 35d21af392 chore(skills): humanize release notes and announcement drafts ...

Both drafting skills now apply the vendored humanizer before their handover
checks, so the character count and PR accounting run on the rewritten text.
The announcement keeps its voice from the past posts it already reads; the
release notes limit the pass to Highlights and callouts written for this tag.
