- endpoints/device_auth.py -> endpoints/device/auth.py (and its response module)
- Device and install handler tests mirror the new package layout
- The install router is included by the device router, so main.py mounts one
  /devices router plus the /auth/device one
- GET /api/devices/online moves to the install routes and 404s while
  DEVICE_INSTALL_ENABLED is off, like the rest of them
