Rui Ueyama 6bdd637973 Declare the minimum supported Rust version ...

mold needs Rust 1.95 for std::hint::cold_path and the atomic update
methods, while its dependencies need only 1.85. Declaring it makes Cargo
reject older toolchains with a clear message before building, and lets
the resolver avoid dependency versions that need a newer rustc.
