Change underlying type to avoid endianness problem ( #5680 )
...
Before this change if the wrong endianness was used, the c style cast that was used here would lead to the argument being passed to getsockopt to lack the actual information.
Fixes coverity 1093482
(Directly cast to socklen_t)

handle irc motd error to prevent connection hang ( #4610 )

A MOTD missing (422) message is non-fatal and should be handled the
same as a MOTD end (376) message to prevent the chat connection
process from hanging.

address issues with error handling in chat_api:
...
- detect server connection error messages before blindly
moving to user login (crash fix)
- detect read errors and fail accordingly (crash fix)
- allow server disconnect to run even if we aren't connected (cleanup & reset)

Since the timerbar warning can't be fixed, this should fix the remaining parts of Mantis #2829 by escaping things it confused with xml tags.
